The regular meeting of the Financial Advisory Council of St. Andrew Church was called to order by Kelly Crabtree, at 5:00pm on Wednesday, February 27, 2019 in the meeting room at St. Andrew Parish House.

The meeting was opened with prayer by Fr. Gary.
Question: Phone service for Ms. Martin-was not brought up at the last school board meeting. With no correction or additions, Bill Schwartz made a motion, seconded by Linda Kranawetter to approved the minutes. A voice vote was recorded as followed: Aye � All, Nay � None.
St. Andrew Catholic Church Profit & Loss Budget vs Actual, July 2018 through June 2019: (Report as of 2/27/19)
The report has been prepared through Quick Books Online. The category numbers coincide with the Diocese category numbers. This will make the end of the fiscal year reports easier to be completed. Tammy hopes in the near future to do the same with the school reports.
Payments are being made on the Diocesan Taxes. The estimated amount for 2015-16 has been paid and we are paying on the estimated amount for the following years. When the reports are completed, the final amount will be less. The taxes (estimated amount $78,903.82) and the monthly payment to the Cemetery of $550.00 a month which comes out of the Cornerstone for the loan on the steeple repair are the only outstanding bills beside monthly, quarterly and yearly bills.
Question: Diocesan Collections and Payments showed a zero amount�with the new reporting the amounts for the different Diocesan collections will be under new numbers that will keep better track on the individual collections. The $175 is for CSMA, all other collections have been paid to the Diocese.
St. Ann Catholic Church Reports: This month's report shows a negative due to two Mass cancellations.
St. Andrew Catholic School Profit & Loss Budget vs Actual, July through June 2019: (Report as of 2/26/19)
Empower Illinois�the donor from Chicago has agreed to donated again, for every $1.00 donated to the school through the Illinois Scholarship Fund he will match with $3.00. If you donate through this fund 75% of your donation comes back to you through Illinois taxes. Ms. Martin wrote a letter thanking the donor and explaining that we live in a financial challenged area and would appreciate suggestions on contacting donors that would be interested in giving to our school through this fund. The only major donor in our area is the Smysor Fund but it is not consistent.
On the reports the Empower amount the school receives is absorbed into the tuition because they are actual scholarships.
The Trivia amount at this time does not show the deposit, the money has been deposited but Tammy has not received the deposit slip. Trivia Night was the best they had in a long time.
At this time, the school is 1/4 through the year and has only used 1/2 of expenses. Majority of the expenses are at the beginning of the year.
The old utility company has been paid off.
Mega Raffle ticket sales have slowed but hoping will increase before the next pay out. Prior to the first pay out, the tickets sales were the biggest they have had.
With the new Quick Books Online, Ms. Martin will also be able to view the budget reports.
St. Andrew Catholic Church Unpaid Bills: Bill Schwartz made a motion, seconded by Jeff Craig to pay the St. Andrew Catholic Church unpaid bills. A voice vote was recorded as followed: Aye � All, Nay � None.
St. Ann Catholic Church Unpaid Bills: Additional Bills: The bill ($62.05) to Dennis Korando for shooting match supplies has been voided. School subsidy for $7,400 needs to be added to the list of unpaid bills. Bill Schwartz made a motion, seconded by Jeff Craig to pay the amended St. Ann Catholic Church unpaid bills as indicated. A voice vote was recorded as followed: Aye � All, Nay �None.
St. Andrew Catholic School Unpaid Bills: Silkworm Bills are for yard signs and banner. Bill Schwartz made a motion, seconded by Linda Kranawetter to pay the St. Andrew Catholic School unpaid bills. A voice vote was recorded as followed: Aye � All, Nay � None.
Church Steeple: The lumber on the roof has been removed and roof repaired. The final bill will be paid.
Red House: The former owner offered the house to the church for only paying the final tax bill ($168.00). The city would like for the house to be torn down. Ryan Edwards quoted $4,800 to tear the house down and fill in the basement. The church has an Edwards Jones account with $7,100, which could be used to pay for the demolition. Bill Schwartz made a motion, seconded by Charles McCann to take $4,800 out of the Edwards Jones account for the demolition of the house. A voice vote was recorded as followed: Aye �All, Nay � None.
Festival Ground Improvements: A motion was made last year to spend $4,000 from the Festival account for improvements. Only money that has been spent is the purchase of gravel last year. Kelly reported work will soon start on this project. Ryan Edwards will also take his backhoe and pull back the debris that was dumped too close to the cook shed.
State Tax Exemptions: Kelly has received a letter from the state that they need more information concerning the lots that the church owns for which we have requested tax exemptions. They want an architectural drawing, pictures that it is being used for a parking lot and a copy of the demo permit.
Playground: The playground also needs attention. The gravel needs to be push back in and also more gravel needs to be needed. Kelly will contact the city to look at the additional holes in the yard created from the drainage system.
Awning: It was decided to replaced the awning. Dennis Korando will contact Jefferson Tent & Awning Company about an awning over the front door and steps. It was agreed that after Dennis talks with the company to confer with Fr. Gary and if they agree on the price and design to go ahead a start the project.
Tapestry: John Arnold and Mark Lauzon framed with glass the St. Elizabeth tapestry that was in the vestibule of St. Elizabeth. It has been installed in the back of church beside the statue of St. Ann.
Tax Exemption Number: it is due for renewal in September. The Diocese will have to take care of this and send the letters with a new expiration date. As soon as Tammy receives the letter, she will make copies.
Mowing: Dennis reported that he has had several people asking about mowing for St. Ann. In order to make this fair to the person that is mowing at this time, it was suggested to ask for bids for the 2019 mowing. Flyers will be place in the bulletin asking for bids to be turned in by March 15. Linda Kranawetter will make the flyer and will be place in the bulletin this weekend. Dennis will take care of collecting the bids.
Steeple: Dennis has called and left a message to Jeff Baine about the church steeple.
New Business/Old Business
Enrollment and open house: The school is now enrolling for the next school year. Open House will be on March 7 from 3:30 to 6:00pm.
Diocesan Contract Policy: The parish and school have received a letter from the Diocese concerning guidelines when buildings are being used for functions other than church and school. Agreements have to be signed, proof of liability insurance (minimum million dollars), and diocesan approval have to be done. A question was asked concerning use of buildings for family reunions, birthday/anniversary celebrations by a parishioner for a donation if they also have to be approved? Tammy will check with Bill Johnson at the Diocese to see what the regulations are in this case. If so, the new regulations need to be put into the bulletin. Copies were made for St. Ann.
On-Line Giving: Bill Schwartz has been trying to work with the Diocese for two months but as of this meeting they have not returned his call. Fr. Gary will contact the Diocese about this matter.
Fr. Gary thanked the financial council for everything they do for both parishes.
With no further business, the meeting was adjourned 6:05pm with prayer.
