The regular meeting of the Financial Advisory Council of St. Andrew Church was called to order by Kelly Crabtree at 5:00pm on Wednesday, June 27, 2018 in the meeting room at St. Andrew Parish House.

St. Andrew Catholic Church Profit & Loss, July 2017 through May 2018: In the budget lines, some of the categories show a zero, this is due to a lack of a finalized budget before the change in finance managers. #5230-School Subsidy-this amount is through May. If the school was short of money in making payroll, the amount was taken from the subsidy to fulfill the expense thus the final expense of subsidy was less. Tammy and Cindy are still working on the finance categories. The diocesan taxes are being worked on.
St. Andrew Catholic School Profit & Loss, July 2017 through May 2018: Few families are still paying towards last year�s tuition. One family is not paying at all. These families did qualify for the Empower Illinois. All the families except one that asked for assistance for tuition did apply for the Empower Illinois program. As of now, they can still apply.The full amount of Empower Illinois monies has been awarded ($82,500 minus administration fees). They choose who gets the money not the school. Payments will be done quarterly starting in September. Empower Illinois allows private or business donations to receive up to 75% credit on their Illinois taxes. This program is for five years. In order to keep this program going, Jenny asked the council that if you know of anyone that would be willing to participate in this program to let her know and she would get the information to them. The main qualification is that they pay Illinois taxes.
Fr. Bob (St. Francis) is inquiring about lowering their subsidy to the school. He does know the one family that is not paying at all is from St. Francis. Jenny informed Fr. Bob that a true count of students from St. Francis is not possible until after school starts in August. At this time their subsidy amount is $50,000. Kelly asked that a figure of what it cost per student be done so when it comes time to negotiate the subsidies, we have figures to back the amount requested.
St. Ann Catholic Church (also St. Elizabeth) Reports: St. Ann�s Diocesan Taxes have been paid and received refunds from St. Elizabeth�s paid taxes. The checks have been deposited.
The payment for Fr. Gary�s insurance for the months of May and June will be added to the unpaid bills and well as the Diocesan Collections that are owed to the Diocese. Starting in July, Fr. Gary�s insurance will increase to $1,319 a month. Linda Kranawetter made a motion, seconded by Bill Schwartz that St. Ann�s payment for Fr. Gary�s services increase to $1,300 starting in July. St. Andrew Catholic Church Unpaid Bills: Charlie McCann made a motion, seconded by Dennis Korando to pay the St. Andrew Catholic Church unpaid bills. A voice vote was recorded as followed: Aye � All, Nay � None.
St. Andrew Catholic School Unpaid Bills: Benefit Allocation-RETA Bill is health insurance. Bill Schwartz made a motion, seconded by Cincy Holt to pay the St. Andrew Catholic School unpaid bills. A voice vote was recorded as followed: Aye � All, Nay � None.
St. Ann Catholic Church (also St. Elizabeth) Unpaid Bills: Additions to the unpaid bills are: Fr. Gary�s insurance payment for May and June: $2,000, Diocesan Collections: $1,344. Linda Kranawetter made a motion, seconded by Dennis Korando to pay the St. Ann�s unpaid bills. A voice vote was recorded as followed: Aye � All, Nay � None.
St. Andrew Catholic Church Budget: The Diocesan Tax and Clergyman Aid is listed under #5560-budget amount $36,400. #5130-Property/Lia Insurance and Workmen�s Comp-$6,000 (Total is base on 40% church, 60% school for property/liability, 30% church, 70% school for workmen�s comp). The budget includes a 2 � % raise for Fr. Gary, 2% raise for the Secretaries, (teachers are also getting a 2% raise) and Tammy will stay on to work a four-day week. The budget was tabled until the July meeting. At that time, we will have a final total of monies spent for 2017-2018 year to compare with the new budget.
Cindy Holt informed the council that problems will PayCor are still ongoing. They sent the 1st quarter taxes for 2018 but applied it to 1st quarter 2017. A refund check was sent back without anyone knowing what it was for and the refund was deposited. We now owed $400 plus interest due to their mistake, they are not answering any e-mails from Tammy or Cindy. This is the second time PayCor has done this. (It was the Diocese decision to go with PayCor for payroll).
E-giving: Bill Schwartz reported that e-giving has not started for the church. He asked the council on advice about rather to separate the school and church e-giving or keep it with the same company. Would it be easier accounting the money if separated? Discussion followed. One thing to look into is the processing fees. Bill will look into other company�s fees in comparison to the school and report back at the next meeting. Chad also reported in visiting other churches that they offer the square/swipes for one time giving or e-giving. They have it set up in back of church after the Mass. This could be set up in the Annex.
St. Elizabeth Church:
Fr. Gary has talked about if we demolish the church would the property sell. Linda Kranwetter said probably it would maybe a neighbor would buy the property. Windows would be removed as well as other important items. The sale of the property and cost of demolishing would probably even out. It is costing $1,000 a month for St. Elizabeth upkeep. Dennis Korando stated the outside is asbestos and that has to be considered in the cost of tearing it down. Another option that was mention is auctioning the building off as is. It was decided to talk to an auctioneer and see if this is a possibility, if not then proceed with emptying the contents and demolishing the building. Connie Froemling made a motion, seconded by Judy Wisniewski to look into auctioning the church building. A voice vote was recorded as followed: Aye � 11, Nay � 1. (one council member had left early due to another commitment) Report back at the next meeting.
St. Elizabeth Window:
The window has been stored at Precision Glass and since a decision on what to do with the window has not been finalized, they would like to bring it back here. A decision was made to stored it in the garage at St. Andrew.
Mr. Borgsmiller (cleans the Rectory) has filed for unemployment for the summer from his job of bus monitor. He has asked if the church could adjust his salary so it would not interfere with his unemployment but at the same time still be paid the $350 a month. Discussion followed. The council decision was no.
With no further business, the meeting was adjourned at 6:02pm with prayer by Fr. Gary.
